A Seed touching Water becomes a Wet Seed. Wet Seeds have the same density as Water, can remain suspended, and grow into Flowers when they touch a Planter Box.

Why seed washers stall
Wet Seeds are less dense than dry Seeds and can float in Water. Use the density difference, enclosed water cells and a Clearing Frame or controlled outlet to keep them moving.
Next production stage
Deliver Wet Seeds onto Planter Boxes. Flowers then produce Gold and Amethelis, which should have separate collection and processing paths.
